According to the report, provincial governors in Badakhshan hold little real authority, while major administrative decisions — from appointments to strategic actions — are controlled by Haji Asad. Replacing governors has not altered this dynamic, and his position remains firmly intact.
Sources add that Haji Asad maintains direct links with Taliban power centers in Kandahar and Kabul, with enough influence that even the appointment and dismissal of district chiefs occur based on his guidance. He prefers to operate behind the scenes while overseeing tensions, managing mines, and directing local developments. As a result, several influential Taliban figures, including Fasihuddin and other local officials, have been sidelined by his consolidated authority.
Alongside his administrative influence, Haji Asad is also accused of moral misconduct. Local sources say certain officials attempt to secure his favor to maintain their positions. The release of an audio recording allegedly linked to him sparked strong reactions, although the governor’s media office denied its authenticity.
