
Criticism of Forced Collection of “Safai” Fees with Armed Personnel.
Residents of Khalid Town in Mazar-i-Sharif say that municipal employees, acting outside official administrative procedures, have been visiting people’s homes to collect a fee known as “Safai.”
According to them, this practice began several days ago and has caused significant concern and dissatisfaction among citizens.
Some residents report that certain individuals dispatched by the municipality are armed and use weapons to pressure people. They stress that the municipality is a civil institution, and the presence of armed personnel in this process contradicts the nature and rules of the institution.
Residents add that despite severe economic hardships and high unemployment, they are being asked to pay the “Safai” fee within a set period.
They say that municipal employees, by issuing repeated deadlines and warnings, have created an anxious environment and effectively forced citizens to make payments.
