A new plan to increase the Taliban’s security oversight and influence over the lives of civilians has been approved as part of the official government agenda.

Documents obtained by the media indicate that the Taliban cabinet, through Resolution No. 414 of 90 dated June 22, 2025, approved the “National Village Survey and Household Census Plan” and sent it to Taliban authorities in Kandahar for final approval.

According to this program, all villages and households across Afghanistan are to be fully surveyed and registered, with the responsibility assigned to the National Statistics and Information Authority.

Under this plan, the Taliban intend to compile detailed records of every household and each family member, including who lives there, the number of family members, their employment history, and other personal information. The plan was approved by the Taliban leader on July 16, 1404, with immediate implementation ordered.

An informed source stated that the primary objective of this program is to enhance surveillance and strengthen the Taliban’s security influence over civilians’ lives.

According to the source, this census could serve as a new tool for identifying opponents, pressuring families, and consolidating the Taliban’s security network, raising concerns over potential restrictions on social freedoms and violations of citizens’ privacy.
