According to these sources, Abdul Khalil Jawan, the municipality’s administrative manager, has been accused by shopkeepers and stallholders of extortion and illegally collecting money.

Business owners claim that amounts ranging from 5,000 to 10,000 Afghanis are taken from each stallholder under the pretext of relocation and official registration of roadside stalls.

They say this practice is carried out in coordination with some municipal employees and has caused financial losses to many businesses.
