Reliable local sources have obtained a copy of the Taliban courts’ “Criminal Code,” which stipulates the execution of individuals labeled as “Bagi” (rebels) by the group.

 According to sources, this document was published on Wednesday, January 21, 2026 is divided into three chapters, ten sections, and 119 articles, and is signed by Taliban leader Hibatullah Akhundzada.

The document defines these individuals as “agents of corruption” and states that they cannot be “reformed except through execution,” adding that their harm is considered public and irreversible.

Local sources warned that this gives Taliban judicial bodies extremely broad and dangerous powers, effectively enabling the elimination of opponents and critics without the right to defense, fair trial, or independent oversight.

According to the sources, the code clearly violates international human rights standards, fundamental freedoms, and principles of fair trial.

These concerns arise alongside multiple reports of widespread human rights abuses across Afghanistan, including violations of women’s rights, public flogging in various provinces, and strict control over women’s clothing and even men’s appearance, including beards.

Observers say these measures have intensified a climate of fear and repression nationwide.
