According to these sources, people were called to attend while the region faces severe, freezing cold. The weather conditions have made traveling and gathering extremely difficult.
One local source says that, given the long distances between homes in Wars district, gathering such a crowd in a short time would be impossible without pressure and wide organization. Many houses are sometimes one to two kilometers apart. Residents had to travel long distances in severe cold to reach the gathering sites.
The source also emphasizes that, given the limited administrative authority of a Hazara district governor under the current structure, it is unlikely that the demonstration was organized solely by him.
It is likely that higher-level Taliban officials managed and directed the mobilization, while locals were compelled to attend under harsh winter conditions. According to sources, Hazaras have very limited roles in the current administration, with only one deputy in the Ministry of Economy and one district governor in Wars representing them.
