
Former Afghan Army Commander Found Dead with Signs of Torture in Kapisa.
Local sources say Hashmatullah, a former officer in the Afghan National Army and commander of a battalion in the 4th Brigade of the Silab Corps, was allegedly killed after being detained by the Taliban.
According to the sources, he was arrested on the evening of Monday, June 15, 2026 (25 Jawza 1405) in the Abed Khil area of Jabal al-Siraj District. After several days without any information about his whereabouts, his body was found last night at the central hospital in Kapisa Province.
Informed sources confirmed that his body bore clear signs of severe torture.
The Taliban have not commented on the circumstances of his arrest, his detention, or the cause of his death. No additional details about the incident have been released.
The case has sparked concern and condemnation among local residents and the victim’s relatives.
The incident comes despite the Taliban leadership’s announcement of a general amnesty following the group’s takeover of Afghanistan.
However, numerous reports indicate that over the past nearly five years, hundreds of former members of the Afghan security forces and officials of the previous government have allegedly been detained, tortured, or killed by the Taliban.
Human rights organizations have repeatedly expressed concern over reported human rights violations and the Taliban’s alleged failure to uphold the general amnesty decree.
