India, Qatar to upgrade diplomatic ties with Kabul.

India’s Ministry of External Affairs on Tuesday (October 21, 2025) announced that it will upgrade its technical mission in Kabul to the level of an embassy;

a move that the ministry said would be implemented immediately. The decision reflects New Delhi’s strong determination to expand bilateral cooperation with Afghanistan in various fields, the statement said.

Meanwhile, Mohammad Naeem Wardak, Deputy Minister for Administration and Finance at the Afghan Ministry of Foreign Affairs, confirmed that the Republic of India has officially upgraded its mission in Kabul to the level of an embassy.

He also announced the appointment of an Ambassador Extraordinary and Plenipotentiary of Qatar to Afghanistan and thanked the two countries for expanding their diplomatic engagements with Kabul.

Wardak considered these developments a positive step towards strengthening Afghanistan’s relations with India and Qatar, and said that with the implementation of these decisions, a new chapter of cooperation in the political, economic, and cultural fields will be opened between Kabul and these countries.
