
Intelligence Disclosure by Nabil: Architect of Deadly India Attack Has Taken Refuge in Ghazni.
Rahmatullah Nabil, former Director of Afghanistan’s National Directorate of Security, has warned citing what he described as precise and multi-source intelligence that Afghanistan is once again turning into an operational safe haven for transnational terrorism.
According to Nabil, Dr. Muzaffar Ahmad, son of Khalil Ahmad, an Indian national holding an Indian passport, identified by intelligence reports as the principal planner of the deadly terrorist attack at Delhi’s Red Fort in November 2025, entered Afghanistan via Gulf countries after the attack and has taken refuge inside the country.
Nabil said intelligence indicates the individual is currently based at a religious school in Khaqad village, Giro district of Ghazni province.
He warned that this case is not an isolated incident but a clear sign of collapsing security containment and the reopening of Afghanistan to global terrorist networks—posing serious risks to South Asia, Central Asia, and beyond if ignored.
