Diplomatic sources have announced that representatives of Iran, Russia, China, and Pakistan will meet in Moscow on Monday (October 6, 2025) for a quadrilateral meeting to review the latest political and security developments in Afghanistan.

The main goal of the meeting is to coordinate the positions of the four countries in opposing the establishment of any foreign military base on Afghan soil.

Senior diplomatic figures, including Pakistan’s Special Representative for Afghanistan Affairs Mohammad Sadiq, Iran’s Reza Bahrami, China’s Special Envoy Yu Zhaoying, and a senior Russian Foreign Ministry official, will attend the meeting.

The main topics of the discussions include the visit of Taliban officials, the release of frozen Afghan assets, and efforts to form an inclusive government.

Informed sources say that a day after this meeting, a broader meeting titled “Moscow Format” will be held with the participation of representatives of regional countries and Amir Khan Mottaki, the Taliban’s acting foreign minister.

These moves come at a time when Donald Trump’s recent statements about the return of American troops to Bagram base have provoked negative reactions from Moscow, Tehran, and Beijing.
