The United Nations Human Rights Office and the United Nations Assistance Mission in Afghanistan (UNAMA) have warned in a report that a nationwide telecommunications blackout in late September has had widespread and negative consequences for the lives of the Afghan people.

According to the two organizations, the 48-hour blackout, which lasted from September 29 to October 1, 2025, disrupted health and emergency services, disrupted the delivery of humanitarian aid, intensified restrictions on women and girls, and paralyzed economic and banking activities.

The report, which is based on more than 100 interviews, states that women have been affected more than others by this situation, as their access to support services, work, and education has been severely limited by the interruption of telephone and internet calls.
